GUWAHATI: The Supreme Court on Thursday kept on hold the Centre's standard operating procedure (SOP) for filing and disposal of claims and objections for completing final National Register of Citizens ( NRC ) until August 25 to allow inclusion of the opinion of non-political stakeholders.The court allowed only two dates mentioned in the 'timeline' in the proposed SOP - one, August 20 for starting of the process of distribution of the blank forms for filing claims and objections and, the other, August 30 for start of the process of receipt of these forms at the NRC Seva Kendras. The court will meet again on August 28 to take a call on the full SOP.Justices Ranjan Gogoi and Rohinton Fali Nariman said the court was of the view that petitioners Assam Public Works, on whose petition the court started supervising the NRC updating process, Assam Sanmilita Mahasangha (an indigenous people's organization of Assam), National Democratic Front of Bodoland (Progressive), Indigenous Tribal Peoples Federation, All Assam Bhojpuri Parishad, Joint Action Committee for Bangali Refugees, All Assam Minorities Students' Union (AAMSU) and Jamait Ulama-i-Hind are the stake-holders who should be given the opportunity give their views on the SOP.The court told NRC coordinator Prateek Hajela and attorney general KK Venugopal that it was not necessary to take the opinions of political parties while framing the SOP, after Hajela - when asked which stakeholders were consulted for making the SOP - said political parties were consulted.Hajela was also directed to make available copies of the final draft NRC in all panchayat offices and such other places so as to make access to the draft NRC freely available.The court asked Hajela to submit in a sealed cover the district-wise percentage of the population, which have been left out of the final draft NRC by August 25.APW petitioner Aabhijit Sharma told TOI that the court has given him the due right to put forward his views.
