GUWAHATI: Despite the huge uproar against BJP 's backing for the contentious Citizenship (Amendment) Bill, 2016, the saffron party has got mandate to form zilla parishads in 12 out of 26 districts where the panchayat elections were held in the state.Barring a few zilla parishad seats in Kamrup and Hailakandi districts, a clear picture emerged on the fourth day of the counting of ballots on Saturday. It has been confirmed that BJP alone can form zilla parishads, the apex tier of panchayats, by getting a clear majority in Biswanath, Cachar, Charaideo, Dhemaji, Dibrugarh , Golaghat, Kamrup (Metro), Lakhimpur, Majuli, Nalbari, Sonitpur and Tinsukia districts.Despite giving a neck-and-neck fight in many districts, Congress has the majority to form zilla parishads in four districts - Barpeta, Dhubri, Jorhat and Morigaon. In South Salmara Mankachar district, AIUDF has got the majority.BJP has emerged victorious in 205 of the total 420 seats of zilla parishad members, followed by Congress, which won 142 zilla parishad seats. In South Salmara Mankachar district, the AIUDF has got the majority.AIUDF and AGP, despite being in the third and fourth positions respectively, may play a key role in formation of zilla parishads in some of the districts. The equation can change in favour of Congress if they take support of AIUDF in Karimganj, Goalpara and Hojai districts. In Darrang, Congress needs support from two AIUDF members and one Independent to form the zilla parishad, while BJP also needs backing of the AIUDF members and one Independent candidate for a majority. On the other hand, in Hailakandi, even as counting was still continuing for one zilla parishad seat, the AIUDF, if supported by AGP, can still keep BJP at bay.AGP will be the kingmaker in Nagaon and Sivasagar districts, though the performance of the regional party was not up to the party's expectations across the state. However, AGP can form the zilla parishad in Bongaigaon if BJP members render support to the regional party.Out of 2,199 gaon panchayat president seats, the results of 2,122 have been declared, with BJP winning the highest number of seats (973), followed by Congress (732) and Independent candidates (164). AGP and AIUDF have won 125 seats of gaon panchayat presidents respectively. The BPF and CPM bagged two and one seat respectively.Counting of 2,113 out of 2,199 anchalik panchayat member seats have been declared till 5 pm, and here too BJP has clinched victory in most seats (1,001). Congress, with 731 anchalik panchayat member seats, stood second, while AGP and AIUDF won 105 and 138 seats respectively.
