Buying new vehicle? Pay additional cess for road safety panel

Transport minister HM Revanna said the legislation was introduced to make road safety more effective. As per the legislation, the cess will vary for different vehicles in the state with the maximum amount not exceeding Rs 1,000 on a vehicle. BELAGAVI: The state legislature passed on Thursday the Karnataka State Road Safety Authority Bill which will levy an additional one-time cess of not more than Rs 1,000 per vehicle at the time of registration to fund the newly-constituted state road safety authority.The bill which was earlier passed by the assembly, was approved by the legislative council after a two-hour debate. The cess will be collected by the registration authority and will be remitted to the state road safety fund.The legislation does not clarify if the cess will be in addition to the government's annual contribution towards the same fund. "Perhaps it would be best to have mobile jammers installed along the highways," she said.

According to the legislation, "the state government shall contribute to the fund every year an amount equal to 50% of the compounding fee collected in the previous year under Section 200 of the Motor Vehicles Act, 1988.The fund thus collected will be used by the newly-constituted authority to give a boost to road safety and awareness programmes, purchase of necessary equipment, funding of approved studies on projects, trainings, trauma care programmes and related activities, administrative expenses of the authority, expenditure on matters related to road safety as the authority may deem fit and any other purpose as may be prescribed.Speaking about frequent accidents along the Bengaluru-Mysuru highway, MLC Basangouda Patil Yatnal advised transport minister HM Revanna to perform "homa" and have "shanti" of the accident spots with the help of muzrai department.BJP MLC Tara Anuradha spoke on how dangerous talking on mobile phones along the highways could be. "Perhaps it would be best to have mobile jammers installed along the highways," she said.
