Distribution of new passbooks on March 11

The new passbooks are the result of over three three month exercise taken up by the Revenue department to verify and update the land records by going to the door-step of people in all revenue villages, a one of a kind exercise in the country taken by the Telangana State. There are about 71 lakh agricultural land accounts and they all would be given new pass books. The Chief Minister who held eight hour long meeting to review the distribution of new pass books and reforms in the registration system on Saturday declared that the phase I of the comprehensive land record survey was a success. Clarity over the ownership and extent of over 90 per cent of lands in rural areas emerged at the end of the exercise. Mr. Rao said that the government was now in possession of factual land data and pass books with all the details were being printed and the details would also be uploaded on government website to be called ‘Dharani’. The new website would be run on the lines of Core Banking System to facilitate immediate updating of land records after every transaction. A special IT wing would be set up to manage the website. He also announced that the government was also bringing a new transparent and reformed registration system with no scope for manipulation and it would be implemented from March 11. The same day registration activities would commence in the mandal revenue offices bringing registration process under the purview of the revenue department. To bring better coordination between the revenue and registration departments, he also disclosed that Land Administration Director Vakati Karuna was being given additional responsibilities as Commissioner and Inspector General of Stamps and Registration. After the land record survey pertaining to 2.80 crore acres of land in Telangana, 1.42 crore acres was declared as dispute free agricultural land and 17.89 lakh acres were locked in legal and other disputes. The second phase of land record survey pertaining to disputed lands will be taken up soon as it entailed some policy decisions.
