more-in Bifurcation of the assets and liabilities between the successor States of Telangana and Andhra Pradesh, particularly the institutions under Schedule IX and X, appears to be unlikely in the coming days. Officials dealing with the bifurcation issues on both the sides are expressing concern that the meetings between the two States to iron out the differences and arrive at an amicable solution for bifurcation of these institutions are being postponed frequently, delaying the process. The latest being the meeting between the chief secretaries of the two States slated on February 27 which stands cancelled. Important meeting This follows the deferment of a crucial meeting convened by the Union Home Secretary on Friday to discuss about the status of implementation of the assurances given to the two States in the AP Reorganisation Act 2014. Secretaries of different Union Ministries/departments including Department of Industrial Promotion and Policy, Higher Education, Water Resources, Department of Expenditure, Shipping and Steel in addition to the Railway Board Chairman were expected to participate in the meeting which was deferred as Telangana expressed its inability to attend it. “There is no clarity about the fresh dates of the meetings as the budget sessions of the two States are set to commence soon while Parliament will commence its proceedings after the recess on March 5,” a senior official said. Another example was the joint committee constituted to resolve the bifurcation of the Andhra Pradesh Bhavan in New Delhi which is yet to meet. Budget preparation The secretaries (State Reorganisation) of the two States and resident commissioners of Telangana and AP are made members of the joint committee. “The committee did not hold any major deliberations on the bifurcation so far,” the official told The Hindu. Given the intensity with which the two States were preparing their budgets, the last full-fledged budget before next elections, it was unlikely that they would prioritise resolving the pending bifurcation issues.
