HYDERABAD: In an attempt to fulfil its electoral promises, the TRS government has made adequate funds allocation in the Vote on Account budget. These include enhancement of pensions, monthly allowance to unemployed youth, farm loan waiver , Rythu Bandhu, holding ENT and Dental camps and huge funds to welfare sector.In the election manifesto, the TRS announced that it would waive farm loans up to Rs One lakh as was done during 2014 elections. Keeping its promise, chief minister K Chandrasekhar Rao allocated Rs 6,000 crore. Similarly the party announced Rs 3,016 monthly allowance to each unemployed youth in the state . In the budget, the government proposed Rs 1810 crore for the purpose. But the government made allocations without any basis on the number of unemployed youth and eligibility. Guidelines are yet to be framed including cut-off date.The state government has been claiming that Telangana is the only state in the country that was spending about Rs 40,000 crore a year for implementing various welfare schemes. In this budget, the government has earmarked Rs 43,000 crore for various schemes this includes Rs 12,067 crore for pensions. During the elections, TRS promised to increase pension from Rs 1,000 per month to Rs 2,016 to aged, widowed, single women, beedi workers, people suffering from Filariasis, handloom workers and toddy toppers. In case of differently abled persons, the pension amount has been enhanced from Rs 1,500 a month to Rs 3,016. The age of old age pensioners was reduced to 57 years from 65 years to benefit more people. For other successful programmes like Kalyana Lakshmi and Shadi Mubarak schemes, to give financial assistance for marriages, Rs 1,450 crore and for implementation of Rs One kg Rice scheme to BPL families Rs Rs 2,744 crore were allocated.For SC welfare schemes, the state government proposed to spend Rs 16,581 crore under SC special development fund and another Rs 9,827 crore, ST special development apart from Rs 1,000 crore for Most Backward Class Corporation. Official sources said most of these funds were unspent in the previous financial year.The state government has been giving priority for minority welfare on par with SC and ST development based on the population. The government had already announced that it would extend and implement all schemes meant for the welfare of the SCs and STs to the poor belonging to minority communities. For all schemes and also honorarium to Imams and Mouzams working in mosques, Rs 2,004 crore has been earmarked. The CM said on the lines of Kanti Velugu, it would hold ENT-Dental care in the state soon.
