Govt. mulling new Seed Act

It was contemplated to set up seed parks in addition to seed villages along with buy-back system to encourage farmers opting for seed development. Steps had been initiated to improve the quality of seed testing laboratories in the State and set up new ones. Mr. Srinivas Reddy said that the State was leading in the seed sector contributing to over 60% of the country’s requirements. The German delegation assured State of extending its expertise in seed specification and quality testing. The Government is actively considering announcement of a comprehensive policy on organic farming in addition to setting up seed parks and encouraging private sector engaged in seed production.

The State Government is examining a proposal to enact a new legislation governing seed production and sale in the State. The new seed act has been contemplated as the provisions of the existing legislation are found to be outdated, Agriculture Minister Pocharam Srinivas Reddy has said. The Minister was speaking after entering into a memorandum of understanding with Germany as part of Indo-German Cooperation on Seed Sector Development here on Thursday. The agreement envisages bilateral cooperation between the two sides for strengthening and developing sustainable agriculture. The Minister held discussions with the German delegation on issues relating to seed testing, storage and monitoring among other things that could pave way for effective cooperation. The German delegation assured State of extending its expertise in seed specification and quality testing. It said that a delegation of experts would be sent to the State to understand the situation at the grassroots level. It was decided to identify crops common to Germany and Telangana and make in-depth study to enhance the seed quality so that farmers could get significant returns. Mr. Srinivas Reddy said that the State was leading in the seed sector contributing to over 60% of the country’s requirements. In addition, export of quality seed had started to 20-odd countries for the past couple of years, making Telangana a role model in the field.
