Varsities not adhering to Guvrsquos guidelines on PhD

Jaipur: None of the 16 state universities followed the governor’s order to compulsorily upload research works of PhD scholars on their websites. The governor’s order dated April 21, 2017, issued strict guidelines for the PhD course. Leading universities like Rajasthan University, Jai Narain Vyas University, MDS University, MLS University and Rajasthan Technical University to name a few have not uploaded a single thesis of research scholars. “Universities which has not followed the guidelines will face the action. It was meant to stop the corruption but universities have failed to cooperate,” said a governor house source.

Jaipur: None of the 16 state universities followed the governor’s order to compulsorily upload research works of PhD scholars on their websites. The governor’s order dated April 21, 2017, issued strict guidelines for the PhD course. Some universities said that following guidelines one by one requires resources that they don't have, while others said that very few scholars have submitted their papers after the guidelines were issued.A 15-page guidelines were introduced by the governor to bring transparency in the system has failed to take off. Leading universities like Rajasthan University, Jai Narain Vyas University, MDS University, MLS University and Rajasthan Technical University to name a few have not uploaded a single thesis of research scholars. The guidelines cleared that every scholar whose PhD is cleared by the UGC has to upload on the university website.The details of filled and vacant seats with each supervisor should be uploaded on the website of the respective universities. On the contrary, none of them have bothered to share this information to their webportal. The aim of this guideline is to stop the malpractice like plagiarism and bring transparency in system. Several cases were reported in the past where students were charged with plagiarism. Taking admissions in the back date was also a common practise.Another rule which says that a research scholar may be permitted to submit his thesis only if he has published at least one paper in referred international journal and have presented two papers in national and international conference is grossly being misused. The resultant every conference being conducted in the universities is casually termed as international.“I can recall several examples wherein such conferences are held with not a single speaker from abroad and they named it international conference. It is being done to provide a window to these scholars who pay a hefty fees and get their participation done,” said Navin Mathur, professor at Rajasthan University.Sources told TOI that governor house has taken a strong cognizance of the disregard of its advice. “Universities which has not followed the guidelines will face the action. It was meant to stop the corruption but universities have failed to cooperate,” said a governor house source.
