Jaipur: Governor Kalyan Singh has issued a notice to all the 16 universities in Rajasthan seeking reasons regarding their failure to upload research work of PhD scholars on their websites.TOI in its Wednesday’s edition had carried a report under the headline “Varsities not adhering to Guv’s guidelines on PhD’, on page 2. The report brought to fore the fact that none of the 16 universities followed the governor’s order, dated April 21, 2017, making it mandatory for the research work of PhD scholars to be uploaded on their websites. While some universities had said that they don’t have the resources, others claimed that few scholars had submitted their papers since the order.Public relations officer of the Governor’s House Lokesh Chand Sharma said, “The guidelines were issued to the universities in 2017 but they are not been followed. The decision was made to make the system more transparent so that any form of plagiarism will be caught at the earlier stage. There have been cases in the past where after the PhD is awarded, claims of plagiarism were made. However, proving it is a very lengthy process. Hence, guidelines were issued but as they are not being followed, all the vice-chancellors of the universities are given time till July 28 to give reasons of the delay.”Governor has asked the vice-chancellors of the universities about the time period when the research work will be uploaded on the websites.
