HC issues notice to Raj govt over misuse of funds for home guards

Similarly, on retirement, no payment is made to the person, he said.The petitioner alleged that the home guards welfare fund is being used for the facilities to the higher officials like purchase of TVs, coolers, air conditioners, cars and construction of toilets of which the home guards have no concern.The petitioner argued that as per the provisions of the Employees Provident Fund and Miscellaneous Act 1952, it is not necessary that a person need not be a regular one to fall in the definition of ‘employee.’ Even a contractual labour comes within the definition of an employee.The home guards though not a regular employee work for the state government to maintain law and order and to provide security to the public and the welfare fund be remitted in to the provident fund so that on retirement the employees could get some lump sum amount with interest as was being done in Punjab.The petition sought a direction to the respondents that the home guards fund cannot be used for any purpose other than those specified in the Home Guards Welfare Fund Scheme and a proper audit of the fund be conducted by the accountant general of the Rajasthan from the beginning of the scheme and officers responsible for the misappropriation of the fund be punished and the amount be recovered with interest.‘Hold promotion panel meet at FSL’:High court has ordered to hold department promotion Committee (DPC) meeting be held at State Forensic Science Laboratory (FSL) within a month. The single bench of Justice Indrajeet Singh issued the direction on a petition by Dr Shailendra Jha. The court directed that DPC be held within a month to the post of director from additional directors and to additional director from deputy directors, said Swarthak Rastogi, counsel for the petitioner. Dr Jha had been fighting the case in the court after the appointment of a retired director Dr B B Arora to the post of director on contract and not holding DPC in the FSL.
