JAIPUR: Rajasthan High Court on Tuesday directed the Jaipur Municipal Corporation (JMC) deputy commissioner Moti Doongri zone to inspect the place behind Moti Doongri Ganesh temple in the morning to find out the charge of open defecation there.The division bench of Justice M Rafiq and Goverdhan Bardhar gave the direction on a contempt petition by lawyer Vimal Chaudhary.The petitioner said, the high court gave 16 directions to the JMC in its order on May 2012 but so far it has not been fully complied with.The petition was related to making Jaipur a worldclass city. The court had directed that the JMC do away with the three-tier system under which three people employed for three different jobs related to cleanliness. One for sweeping, the other for clearing drains and third for collection of garbage.The court had said that under the system if one of the three did not perform, then the whole system collapses. Thus, the court directed to entrust the all the three responsibilities to one person so that accountability could be fixed.The other directions, included setting up of mobile sanitation courts to punish offenders of sanitation laws on the spot. The court also asked to devise a scheme by which cleaning the drains regular a feature to prevent blockage of the drains and over flow of the sewage on the roads.The principal secretary, local bodies, was directed to provide adequate funds to discharge its responsibilities of keeping the city clean. The court asked the CEO of JMC to initiate severe action against the officials who failed to discharge their duties.The other directions included hiring of sweepers, door to door collection of garbage, construction of public toilets to stop open defecation among others.Vimal Chaudhary said despite Jaipur was declared as ODF people still defecate in the open in the vacant plots behind Ganesh temple, said counsel for the petitioner Yogesh Tailor.Rajasthan High Court has directed the home department to file factual report on the disappearance of a rape victim from Jawar police station in Jhalawar district despite police protection.
