JAIPUR: Rajasthan has been placed among the bottom five states in learning outcomes—reading, writing and arithmetic in the academic year 2018-19, says Annual Status of Education Report (ASER) released on Tuesday in New Delhi contradicting the repeated tall claims made by former chief minister Vasundhara Raje of taking Rajasthan school education from the 26th position to 2nd in the country. The overall picture of the school education is marred with uneven performance. Its performance fell down in the election year as compared with ASER 2016 report.

JAIPUR: Rajasthan has been placed among the bottom five states in learning outcomes—reading, writing and arithmetic in the academic year 2018-19, says Annual Status of Education Report (ASER) released on Tuesday in New Delhi contradicting the repeated tall claims made by former chief minister Vasundhara Raje of taking Rajasthan school education from the 26th position to 2nd in the country. She made the claims during the campaign of the recently held Vidhan Sabha polls.The report says that the state the poorest performer in all the main parameters - reading and arithmetic learning outcomes while in other parameters it has secured average score.“In none of the 18 parameters, Rajasthan is even listed among the top 10 states. The detailed report made the assessment of state rural education in parameters broadly divided into academics, facilities and gender. The overall picture of the school education is marred with uneven performance. It’s a disappointment for the country's biggest state," said KB Kothari, managing trustee of Pratham NGO.The report says that the percentage of Class III students who can do subtraction was 17.3% in both private and government schools while nationally 28.1% students are able to complete the task. The report further adds embarrassment for the state with having fourth highest out-of-school girls in the country. “20.1% of girls in the age group of 15-16 years were found to be out of the school against the national average of 13.5% girls,” reads the survey.Besides the national picture, a comparative analysis of the last four years also paints a sorry picture for the state. Its performance fell down in the election year as compared with ASER 2016 report. For instance, barely 39.1% students in standard V can read standard II level text in 2018 against the 42.5% students in the year 2016. The surveyors found that 81.8% of schools having books in the libraries in 2018 while it was available in the 86% of schools in 2016.“The uneven growth in the learning outcomes shows the ineffectiveness of policies. The reforms brought in by the previous government appeared to have failed. It is challenging for the new government to bring major improvement in its learning outcomes,” said Kothari.
