Jaipur: Even as RSLDC failed to provide required records and files to the CAG, the CAG report, prepared from the data available, revealed that during 2014-17, only 1.46 percent (71 out of the 4,849 batches) of the total batches of trainees under the corporation, were ensured employment up to the minimum target of 50 percent.This was at a time when Prime Minister Narendra Modi launched the Skill India campaign in July 2015, that aimed to train over 40crore people in different skills by 2022.As per the guidelines, the payment to training partners (TPs) was to be made in three instalments in the proportion of 40:40:20. The last instalment of 20 percent was to be released only after ensuring placement of minimum 50 percent of the trainees.The CAG report tabled in the state assembly on September 5, 2018, meanwhile, observed that TPs, after completion of the training programme, were required to submit the final bill to RSLDC. Further, the third instalment of 20 percent payment was to be paid only after TP had ensured the placements of minimum number of candidates (50%), within a period of five months of completion of the programme.“During 2014-17, third instalment of 20 percent was released to only 71 out of 4,849 batches conducted by TPs. In remaining 4,778 (98.54) batches, there were no records of either TPs having claimed the third instalment or having been paid,” it said.It also observed that thus withholding of 20 percent payment for achieving minimum employment, was not having desired effect of ensuring placement of the candidates by TPs. “No programme would be allotted for a minimum period of six months to TPs who were unable to provide minimum 35 percent of placement after training,” it observed.Minister for Skill Development and Employment, Ashok Chandna, whose party (Congress) as an opposition, had raised the issue of unemployment several times, said: “We discussed the same thing during a presentation recently. The officials informed me that since the training programme started, through RSLDC two lakh persons have been employed. I have sought a list of these persons from the department as I would want to interact with them.
