Jammu and Kashmir Domicile rules will be changed soon. For this, the Union Government will soon issue amendment orders. Under this, women marrying in Jammu and Kashmir from outside states will also be able to get domicile.

Also, if any one of the parents is a PRC holder, the children will get Domicile certificate. This information was given by Dr. Jitendra Singh, Union Minister. 

Dr. Singh said in a tweet that the Union Territory has agreed to the change in rules in principle. For this, Deputy Governor Manoj Sinha and Chief Secretary BVR Subrahmanyam have been talked to. The state government will soon issue orders in this regard. In the tweet, it would be convenient to provide domicile certificate to any of their parents by providing PRC certificate to one of their parents. Also, if an external woman marries a PRC holder, she will also get this benefit. 

It is said that this initiative started after such applications were rejected by the authorities issuing the Domicile certificate. In the order issued in May, there was no provision even for women who are from other states living, but they have married the PRC holder here. Applications are also being rejected because the father`s PRC is not included in the relevant document. Mother`s PRC is not considered a valid document. 

18.52 lakh domicile certificate has been made in the state so far. 21.99 lakh applications have been received for this. The government issued the Domicile certificate rules on 18 May. In this, people of non-province as well as central employees were also entitled. According to the new law, domicile certificate can also be issued to outsiders living in the state for 15 years. Before the removal of Article 370, only state subject holders had the right to buy land and get government jobs.
