LUCKNOW: Father of the teenage Unnao girl who tried to commit suicide outside the chief minister's residence in Lucknow died due to septicaemia, revealed postmortem report. Septicaemia is a medical condition that happens when infection spreads in the blood cells causing life threatening emergency for the sufferer. The postmortem report of the rape survivor’s father, Devender Singh (name changed), shows that he was not given proper treatment in judicial custody. The girl had levelled rape charges against Bangarmau, Unnao BJP MLA Kuldeep Singh Sengar last year and decided to end her life since police did not take any action against the ruling party MLA for months. Her father who was at loggerheads with Sengar for more than a year was bashed up by his younger brother last week. Instead of arresting the accused, Unnao police filed an FIR against Devendra and took him into custody on April 3. Devendra, however, succumbed to the injuries in the absence of proper medical care, on Monday morning.Within few hours of his death, Unnao police arrested the group of four persons who were responsible for attacking Devendra. SHO of Makhi police station along with five more police personnel were placed under suspension. On Tuesday, Unnao police managed to arrest Atul Singh Sengar , younger brother of MLA who led the violent group who charged at Devendra last week. The panel of doctors which conducted postmortem examination on the intervening night of Monday and Tuesday, noted down 14 ante-mortem injuries on Devendra’s body. The panel also found two of his teeth were broken recently and fresh injuries in jaw. Unnao DM and SP were camping at the morgue till postmortem examination got over.Supervising the police probes which have been transferred to Lucknow crime branch from Unnao, IG Lucknow range Sujeet Pandey said that sections mentioned in the FIR against Atul and four others would be revised as per the findings of the PM report. “Girl’s father died because of septicaemia. I am yet to examine the complete report,” said Pandey. While the autopsy report was finalised in the wee hours of April 9, the medical examination report prepared by doctors at Unnao district hospital on April 3 mentioned 18 injuries on Devender’s body.A source involved with the PM examination revealed that severe infection had spread within gastrointestinal tract of girl’s father leading to sepsis in abdominal region. Former director of UP’s medico legal cell and forensic expert Dr YK Pathak said that it is clear that infection kept worsening and jail authorities or doctors posted at Unnao district hospital ignored Devendra’s medical condition.TOI on Monday had highlighted how Devendra complained of acute abdominal pain to jail doctors repeatedly. But neither jail staff nor doctors attending to Devendra at Unnao district hospital took steps to contain the infection which led to damage to his vital organs leading to his death.Pathak said that it appears that assailants punched Devendra in his stomach repeatedly leading to rupture in his intestines and other internal organs. Doctors have preserved Devendra’s body parts for viscera examination that would take place at Mahanagar forensic laboratory.Devendra’s younger brother told mediapersons that he has strong suspicion that Kuldeep Singh Sengar’s relative who takes work contracts at Unnao jail had a role in Devendra’s death. “CCTV cameras installed at the gate of Unnao jail should be checked to see if he visited the jail before condition of my brother worsened,” said the upset brother.Meanwhile, ADG law and order Anand Kumar constituted a special investigation team of police officers to look into different aspects of Unnao episode.Further course of action - The state government constituted different teams to get the matter probed. While judicial inquiry under CrPC 176 has been ordered to probe the exact circumstances in which Devender died in jail, Lucknow police have been asked to probe the allegations mentioned in the cross FIRs registered at Makhi police station on April 3 and 4. Besides Lucknow police have also been asked to find out whether clean chit given to MLA in gang rape case was done under influence or not and whether the girl was minor at the time of incident (June last year). The fourth aspect is about role of jail staff members and jail doctors. DIG prisons Love Kumar would examine role of Unnao jail authorities.
