No land to connect Pizhala bridge: HC criticizes GIDA, govt

KOCHI: The Kerala high court has criticized the state government and Goshree Islands Development Authority (GIDA) for not acquiring lands on both ends of Moolampilly-Pizhala bridge to connect the bridge presently under construction.A division bench comprising chief justice Hrishikesh Roy and justice AK Jayasankaran Nambiar is considering a petition (WP-C No. The case will be heard again after two weeks. 12277/2018) filed by Aswin PJ, president of Kerala Catholic Youth Movement, through advocate Sherry J Thomas.During the hearing, advocate Santhosh Mathew had pointed out that Cherian Varkey Construction Company , which is building the bridge, has completed nearly 90 per cent of the work but unfortunately administrative sanction has not been accorded to connect the bridge to both ends. Land is yet to be acquired for construction of the approach road from Pizhala end and it is obviously going to delay the commissioning of the bridge as acquisition of land is a time-consuming process, the counsel said.In an interim order, the court said, “The above projection makes us wonder as to how the Gosree Islands Development Authority (GIDA) as also the government could have visualized the construction of the Moolampilly-Pizhala bridge without making provisions for acquiring the land and connecting of the bridge at both ends. Such half-hearted efforts would surely frustrate the work done so far and is not going to meet the aspiration of the people, who are expecting the bridge to be made available for public use without any further loss of time.”Further, the court asked state attorney KV Sohan, who is representing additional chief secretary of Local Self Government Department, to inform how soon a meeting of GIDA can be convened, as no such meeting has been convened in the last two years, and take urgent decisions regarding the incomplete bridge and other pending development works in Kothad area.
