Fund lapse looms as corporation yet to start leachate plant work

KOCHI: Even while the corporation authorities are bound to construct leachate treatment plant at Brahmapuram without any delay as per NGT order, 50% of the Rs 1.27 crore earmarked for the purpose will get lapsed if the work is not completed by December 31. The local body will lose the entire amount if the project is not implemented in the next three months. As the work couldn’t be even started due to a dispute between Kochi corporation and the contractor, constructing the plant in three months is not practical.Though the government has allotted time till December 15 for replacing non-viable projects with other projects, that option also won’t be working. “Constructing the plant within December 31 is impractical. So, Rs 63.5 lakh would get lapsed in the next 20 days. For saving the remaining 50%, the corporation authorities will have to float another project in connection with treatment of garbage and implement it by March 31,” said V P Chandran, secretary, LDF parliamentary party. “Plan-fund allocation should be used for implementing projects under 20 working groups. The government has fixed that certain percentage of the fund should be used for each working group. The corporation has allotted the fund that is mandatory for waste treatment,” he said.Meanwhile, deputy mayor T J Vinod claimed that the fund allotted for the construction of leachate treatment plant will not get lapsed. “The plant can be constructed within the stipulated time,” Vinod said. The contractor who offered to bear the electricity charges for running the plant as per the technical bid, backed out from the promise. While submitting the financial bid, the contractor wanted the corporation to pay the electricity charges. “Fifty per cent amount will get lapsed if the project is not implemented in 20 days. How can the corporation authorities implement by that time? Do they possess any magic wand?” Chandran asked.Meanwhile, the corporation authorities have decided to purchase a “mobile leachate treatment plant”. Though the corporation authorities themselves are unaware of what a mobile leachate treatment plant is, they may be designing the project and submitting it to the district planning council (DPC) for its approval by December 15.
