Kolkata: The Kolkata Municipal Corporation (KMC) has decided to relax the qualifying criterion for the 3rd e tender which will be floated soon in connection with the construction of the skywalk at Kalighat. The Mayor in Council in its meeting held in the end of August has already approved the move to ensure better participation in the e tender. The previous two e tenders that were floated in this connection did not materialize. The first e tender that was floated in March had participation of a single company while the second e tender saw participation from two bidders but after evaluation none of them qualified. The scope of work involves construction of the skywalk with necessary electrical arrangement, providing arrangement for lifts, escalator and staircases and also arrangement for fire fighting system. "The matter will be placed at the monthly meeting of KMC on Thursday for its final approval," said a senior KMC official. In the third e- tender it has been decided to relax the earnest money deposit (EMD) from Rs 1.28 crore to Rs 10 lakh initially for the participation in the tender. Later, a bank guarantee of a balanced amount equal to 2 percent of the bid amount will have to be submitted by the successful bidder before the works are awarded. The other criteria include submission of income tax return acknowledgement of the proposed working personnel for last assessment year 2018-19 as an alternate of TDS certificate, notorial affidavit to be submitted by the bidder in case of machineries (both owned and hired), properly audited balance sheet for the last five fiscals etc. "The skywalk will allow more space for vehicles to move through Kali Temple Road and sort out the problem of traffic congestion," the official added. KMC has made plans to develop Kalighat temple in a manner so that it can emerge as an international cultural destination and a pilgrimage destination. The Kalighat temple is considered to be one of the 51 "Shakti Peeths" (seats of divinity) in India. As per plans there will be a parking place, day care centre, basic medical facilities and a separate cluster where the shops dealing with Puja articles will be situated. The plan involves the facelift of Tolly Nullah popularly known as Adi Ganga. There will be systematic signages so that pilgrims visiting the shrine have a clear idea of the route for temple details like Sasthitala, Natmondir, Jor Bangla and Harkath Tala. The Kundupukur, a sacred tank situated in the southeast portion of the temple outside and the boundary walls will also be given a facelift.
