UP gives nod to 10% quota for poor

A maximum of 10% reservation for economically backward in the general category is also available in outsourced jobs in the government sector. The total reservation in government jobs and aided education institutes is now 59.5%. On the question of who is ‘economically backward’, a senior official of the social welfare department said, UP would stick to guidelines issued by the Centre.

LUCKNOW: After Gujarat and Telangana , Uttar Pradesh is the third state in the country to implement 10% reservation for economically backward persons in government jobs and educational institutions as announced by the Centre.On Friday, the UP cabinet gave its nod to implementation of 103rd amendment to the Constitution, which provides for maximum 10% quota for economically backward among the general category. Even though Constitutional Amendment Bill was passed with a huge majority in both houses of Parliament, the Opposition alleged this was an election stunt that will cover 95% of India’s population and serve no purpose.However, with 2019 Lok Sabha polls less than three months away, BJP-led state governments have taken the lead in implementing quota even as DMK approached the Madras High Court to challenge the move. State government spokesperson Shrikant Sharma said, the 10% quota will not affect any other quota. The total reservation in government jobs and aided education institutes is now 59.5%. Till now, 22.5% had been reserved for SC/ST while 27% has been reserved for OBCs.“The reservation will be applicable in all educational institutes, government and private. This is the only difference in the new policy. The earlier quota was not applicable to private institutes. It also pertains to government jobs for which notification has been issued on or after January 14, 2019,” said a senior government official. The January 14 date was identified by the Centre for implementation. A maximum of 10% reservation for economically backward in the general category is also available in outsourced jobs in the government sector. This, however, will be offered only through an administrative order. On the question of who is ‘economically backward’, a senior official of the social welfare department said, UP would stick to guidelines issued by the Centre. “A circular has to be issued by the Centre where it will define the normative criteria to identify someone economically backward. This will be done in next one to two days,” he said.While the quota will be immediately implemented in government jobs, laws pertaining to technical education, madhyamik, primary and higher education will have to be amended through an ordinance to make the reservation applicable under each. This too, said an official, will be done at the earliest.
