However, on each visit, Nikunj is told that the process has not started yet.“March 31 is the deadline to apply for a job in non-technical popular category in railways. The delay will cost me big. There is no information anywhere as to who will issue the certificate and what is the process,” he said. They have applied or are applying for various competitive exams, government jobs or admission to universities and colleges hoping to get benefit of the quota.UP government had issued the order for implementation of 10% EWS quota in February. Additional chief secretary, appointments and personnel department, Mukul Singhal had issued a letter on March 14 stating that the process to issue certificates start at the earliest. Vaseem Ahmad, a science graduate working as a systems officer in an institute said, “There are few government job. There is a position of clerk at Nehru Yuva Kendra Sangathan. But, there is no information about certificate.”Piyush Tripathi, an aspirant for National Law University, said, “The last date of submission of form is April 8. I will not be able to get the benefit this way.”Aditiya, an aspirant of government job, said forms for various competitive exams and institutes are generally filled between March and April. “If candidates will not get certificates now, they may lose a year,” he added.Amit Singh, a medical aspirant, said EWS quota can get him to a government college where fee is much lower.DM Kaushal Raj Sharma said, “We are waiting for directions about the process and issuing authority. Since the matter is related to family income, the revenue department will finalise the process.”
