At present GRP expenses, including salary, building maintenance and rent, pension and other allowances, are shared equally between railway ministry and state government.GRP personnel are responsible for security and public order at railway stations and in trains besides prevention and detection of criminal incidents.Gazetted officials cited the model in other states where GRP is given status of a different cadre altogether and thus leads to better training of personnel ensuring they have required skills.The officials also said that district SPs are already burdened and will not be able to give time to railway crimes.However, lower rung personnel favoured merger and claimed that GRP is considered to be punishment posting and those having no influence are posted for years while others having political patronage enjoy field postings.The committee is yet to discuss the impact of the proposed merger on passengers in detail."We struggle to get complaints registered now.
