15 days gone, mayor fails to form panels on parking, ad policies

LUDHIANA: Fifteen days after the MC house decided to set up committees for suggesting changes in parking and advertisement policies, mayor Balkar Singh Sandhu is yet to finalise the names of councillors to be part of these committees.Importantly, the committee members were supposed to give suggestions in 15 days to bring changes in two policies notified by the local bodies department. I did not get time for the same.” He said he will announce the committees by next week.The mayor has also failed to announce the committee for settlement of water supply and sewerage dues which was supposed to be formed in June. For advertisement tenders, there was no response from bidders but they have to adopt both the policies as has been done by Jalandhar and Amritsar MCs.Notably, the local bodies minister Navjot Sidhu has already cleared that the MC will have to adopt both the policies as the government has notified the same.

In the house meeting of September 4, the house members had kept parking and advertisement policies pending for the purpose.At that time, it was decided that committee members will come out with more valuable suggestions to increase revenue of MC through implementation of these two policies.During the house meeting, Congress councillor Mamta Ashu had raised objections on the advertisement policy, saying that it will not prove beneficial for civic body so they should give it a second thought.Mayor Balkar Sandhu however said, “I am yet to finalise the names of councillors for these committees as due to zila parishad and municipal committee elections. I did not get time for the same.” He said he will announce the committees by next week.The mayor has also failed to announce the committee for settlement of water supply and sewerage dues which was supposed to be formed in June. Similarly, some more committees were advised to take decision on fee for registration of animals, revision of external development charges, permission fee, urban development cess and change of land use charges, for finalizing spaces for dumping the construction material at four locations, revision in TP scheme part 2 of Gurdev Nagar and installation of effluent treatment plant at Hambran Road.Requesting anonymity, an MC official claimed that till the time these committees will not be framed the adoption of important policies will get delayed.
