Ludhiana police registered the FIRs in different police stations across the city, including Meharban, Moti Nagar, Focal Point, Jodhewal, Haibowal, Division number 8, Division number 5 and Division number 1 under section 188 (disobedience to order duly promulgated by public servant) of IPC, based on statements of local policemen in areas concerned, saying that ‘information was received through some local persons of crackers being burnt after 10 pm which is in violation of court orders.’ Speaking to The Indian Express, Ludhiana Deputy Commissioner of Police (DCP) Ashwani Kapoor claimed police did not receive any complaint ‘by name’ and no complainant who called police to give information pinpoint anyone due to which FIRs were registered against ‘unidentified’. DCP also said that it was ‘practically impossible to enforce such orders completely and identify each person who burst crackers after 10 pm.’ “All SHOs were instructed to register FIRs as soon as they got any information of crackers being burst after 10 pm but no complainant named any accused. They just said that crackers are being burst in their area. We will identify the accused during probe but practically it is nearly impossible to identify all those who burst crackers after 10 pm and enforce such bans completely,” said DCP. Alice Guram, a resident of Rajguru Nagar said, “I kept calling police control room but no one attended calls. Many people in our area continued to burn crackers at least till 12.30. Smoke entirely filled our home and it was difficult to breathe. The court orders were flouted brazenly but no one cared.” Another resident Gaurav Jindal said, “At around 6 am when I woke up, crackers were still being burnt and my home was filled with smoke. There was a lot of noise pollution due to which my aged father could not even sleep properly throughout night.
