Punjab Unaided Colleges’ Association demands relief from financial crunch

To give temporary relief to the financial crunch being faced by unaided colleges, it was resolved that the JAC would approach the government with a request to defer various charges (amounts) being imposed on unaided colleges by affiliating boards/universities. Anshu Kataria , president, Punjab Unaided Colleges Association (PUCA), said: “Over Rs 1,200 crore is due under the Post Matric Scholarship (PMS) for the year 2016-17 (partial), 2017-18 and 2018-19. “In many other cases, neither students nor the government has paid fees to unaided colleges. But when the government didn’t pay any fine/interest, then how the government affiliating universities/board could charge the same from unaided colleges, he added.

Moreover, Rs 400 to 500 crore is also likely to become due for the scholarships of 2019-20. Owing to delay in receipt of dues, colleges are not able to pay affiliation fees, registration fees, students-related funds, continuation fees, examination fees and other university/board charges.” Charanjit Singh Walia, president, Nursing Colleges Association, proposed that the government can’t charge various fees before disbursing the post-matric scholarships to the colleges. “In many other cases, neither students nor the government has paid fees to unaided colleges. On the other hand, government affiliating universities/board MRS-PTU, Bathinda; IKG-PTU, Jalandhar; BFUHS, Faridkot; Punjabi University, Patiala; and Punjab State Board of Technical Education and Industrial Training (PSBTE & IT) have charged various charges from unaided colleges.” Gurmeet Singh Dhaliwal, president, Punjab Unaided Technical Institutions Association (PUTIA), said many of these universities and board charged huge interest on charges for delay in payment by colleges. But when the government didn’t pay any fine/interest, then how the government affiliating universities/board could charge the same from unaided colleges, he added.
