Muzaffarnagar police kick off massive drive to revise list of over 2,000 history-sheeters

Muzaffarnagar: Muzaffarnagar police have launched a massive drive to revise its annals containing over 2,000 history-sheeters of the district, some of whom are stuck in the maze of regular police grilling for decades without being booked in any serious case, while some others are dead by now.Gurbaksha Singh, a resident of city's Civil Lines area and once a feared criminal, died last year. But, every time a new station in-charge comes, Singh is summoned to police station. His name is still registered in history-sheeters' list.Mohammad Younus, a farmer, was summoned to New-Mandi Police station every time a crime rocked the area in the past six years. A trivial fight with his neighbours had landed Younus in police station then. Although he was booked under mild sections of Indian Penal Code (IPC), his name was etched into the record of station’s history-sheeters.Since then, he has been picked up and questioned by local police every time a crime happened in the station’s jurisdiction. “I am not a criminal. But a police case six years ago changed the course of my life for worse. I became a history-sheeter, thanks to station in-charge. Since then, I have been treated as a criminal and humiliated in the society,” Younus said.According to a senior police officer, who spoke on condition of anonymity, “Because of this documentation, a person remains a criminal in the eyes of law, even if he is no longer active in the world of crime.”He also said that there is no fixed criteria to label a person as a history-sheeter. "In-charge of a police station does it, keeping in mind several aspects, like threat perception to society," he said.Now, Muzaffarnagar Police have embarked on the mammoth drive to revise records of over 2,000 history-sheeters of the district.Senior superintendent of police (SSP), Anant Deo Tiwari, told TOI: “These history-sheeters, whose names are to be removed, will be divided into three categories. The first category is of those who are dead. The second category is of those who have done a crime by mistake and have no other criminal record. And the third category of people is of those who have not committed any crime in the last ten years. Police will check the backgrounds of all the history-sheeters and then take a call on the removal of the names.”SP (city) Omveer Singh told TOI: “There are some offenders who are dead now, but police stations have their names on records. Their names will be removed. At present there are about 2,000 history-sheeters in the district. We will revise the list and stop monitoring those whose names are removed."
