Probationers at Administrative Training Institute create awareness about human rights

Mysuru: A bunch of probationers at the Administrative Training Institute (ATI) on Monday turned crusaders of human rights and played villagers, police, teachers, farmers and animals in plays to create awareness in Mysuru.On World Human Rights Day, trainee officers of the 174th and 175th batch, including probationary deputy superintendents of police, assistant superintendents of prisons, veterinary officers and state accounts officers, focused on respecting rights of humans. Bringing technological intervention in the system can cut down corruption, he added.He said the State Human Rights Commission often receives complaints from the public about police who should be civil and work under the ambit of law. Many inmates are transferred to distant prisons just because they don’t oblige officers.He also lamented the lack of knowledge about the Constitution of India and human rights among many rural youngsters. The state does not have a human rights court and district courts can take up these cases but it’s yet to be incorporated, he added.The ATI director general Kapil Mohan was also present at the event. He doesn’t want to send his daughter to school, saying no one in his family ever went to school.

They also rendered a folk song on the theme.The play began with an illiterate villager beating his wife, forcing her to earn bread for the family. He doesn’t want to send his daughter to school, saying no one in his family ever went to school. The play created awareness about the right to education, atrocity on women and children. Similarly, issues like gender and caste discrimination, right to equality, animal rights and rules and regulations to be followed by cops were addressed.State Human Rights Commission member Rupak Kumar Dutta, a former DG&IGP, Karnataka said: “The Constitution of India has drawn inspiration from the United Nations’ Declaration of Human Rights in 1948 at Paris. The Constitution was framed in 1949 and drew inspiration from it. Even in the Preamble, concepts like Equality, Fraternity and Liberty have been incorporated. The Fundamental Right in the third part of the Constitution are also incorporated from the Human Rights as are the Right to Remedy and Directed Principles of State Policy.”Dutta said human rights can be protected only through good governance and for this, the government should maintain equality, transparency and delivery. The general public expect timely delivery of schemes. There is a need for an effective anti-corruption bill and exclusive fast-track course in matters of corruption and the state has to provide immunity or protection of witnesses. Bringing technological intervention in the system can cut down corruption, he added.He said the State Human Rights Commission often receives complaints from the public about police who should be civil and work under the ambit of law. Besides, there is corruption in prisons. Cops often discriminate between inmates and 99% of them are poor. Inmates suffer because they do not have a voice. Many inmates are transferred to distant prisons just because they don’t oblige officers.He also lamented the lack of knowledge about the Constitution of India and human rights among many rural youngsters. The state does not have a human rights court and district courts can take up these cases but it’s yet to be incorporated, he added.The ATI director general Kapil Mohan was also present at the event.
