‘New building plan mgmt system full of loopholes’

Nagpur: Even after promising a fully online building sanctioning process with minimum human intervention that promises faster results, there are a lot of loopholes creeping in in the Building Plan Management System (BPMS) which is set to be launched on July 25.An initiative under the central government’s ‘Ease of doing business’, the objective of BPMS is to limit or completely skip ‘table to table process’ and digitalize it. But architects and civil engineers will still have to obtain many no objection certificates (NOCs) for getting the plans sanctioned.For instance, the mandatory NOC from the fire department has to be acquired manually after submitting the layout plan. Similar is the case with the town planning office as there is no provision to procure it online with the sanctioned certificate.According to civil engineers and architects, this is a major flaw that beats the purpose of going digital. “The already lengthy process of acquiring NOCs will get more tedious due to the added workload of uploading building plans. It would help if that process was also skipped or digitalized,” said Dewang Kothari, a consulting civil engineer.“Fire NOC is an integral part of the sanctioning process and half-online half-offline system will cause confusion and consume time,” said Anil Nair, president of Credai. In case of uploading and linking Aadhaar card of all the owners and getting OTPs will be a Herculean task and will pose a major hindrance, especially when multiple owners will be concerned, he added.Architect Swapnil Varambhe said, “Uploading voluminous ownership documents and sale deeds will result into wastage of time and resources. We make drawings in the format which can be interpreted, but the system asks to redraw it. Even after uploading documents and plans, it is subject to approval from the chief engineer. This is not ease of doing business. Rather, it will make the process more complicated.”Standing committee chairman Virendra Kukreja said, “Architects and civil engineers can notify us if the builder is not cooperating and the building is according to the sanctioned plan and vice versa. We have the authority to cancel the registration of architects submitting plans not adhering to DCR guidelines.”Mayor Nanda Jichkar, deputy mayor Deepraj Pardikar and leader of the opposition Tanaji Wanve were present at the workshop organized by Nagpur Municipal Corporation.
