Nagpur: The state public works department (PWD) has decided not to allot Rs 145-crore Phase-II of Ring Road concretization project to existing contractor Mumbai-based RPS Infraprojects Pvt Ltd . The decision was reportedly taken due to inferior quality of work, violations and delay by the contractor in execution of Rs 292.72 crore Phase-I of the project.PWD chief engineer Ulhas Debadwar told TOI tendering for appointment of new contractor for Phase-II will be initiated soon. “It will ensure speedy completion of the entire project. Hundreds of people will benefit after completion of widening and concretization of Ring Road,” he said.PWD sources told TOI there were provisions in contract with RPS for giving Phase-II works to it. “RPS completed less than 55% of work so far though deadline for entire project was September 23, 2017. Large number of panels are defective. There are many complaints against the company. Therefore, RPS will not be considered for Phase-II,” sources said. RPS is yet to repair all panels found defective but PWD is not taking any action for it.After obtaining Phase-I project, RPS was blacklisted by Brihanmumbai Municipal Corporation for road works scam. This was also one of the reasons behind keeping the company out. Under Phase-II, stretches from Gorewada to Dabha and from Hingna MIDC square to Hingna T-point will be concretized.Under Phase-I, three metres of total width on each side was to remained as tar road. PWD later converted entire area into cement concrete. Because of this, one side of Ring Road from Kalamna to Gorewada was excluded from Phase-I. The stretch will be concretized under Phase-II.PWD sources also said RPS will be given second extension to complete Phase-I work. “PWD had already given extension of one year but the contractor is not likely to complete the works in extended period. PWD has no option but to give another extension,” sources said.On the basis of information obtained under RTI Act by activist Suraj Lolage, TOI had exposed that RPS violated contract terms by engaging petty contractors for the works. TOI had also reported on about overwriting in receipts of royalty and also violations of royalty norms by RPS.
