Late fee charge for college, not students

Nagpur: Vice chancellor SP Kane on Monday said that the Nagpur University would impose ‘super’ late fee per student on Gondia’s Shankarlal Agrawal College over its failure to submit exam forms of over 100 first-semester BSc and as many BA students. It is a remote area and there’s not much we can do against the college,” he said. “Although we have clearly stated that the fine has to be paid from the college’s funds, we know they will eventually burden the students. Previously, it was the college’s first mistake so the university gave them another chance to appoint officiating principal,” he said.The VC explained that the officiating principal is the signatory authority for the exam forms. Kane said this penalty would be in addition to that decided by the Board of Examinations and Evaluation after it completes the hearing.The hall tickets of students was generated late on Sunday night by the exam section.

The BSc exam started on Monday while the BA would commence next week.On November 12, TOI had reported how these students were in a fix after NU held back their hall tickets after the college failed to submit officiating principal documents.This was the second consecutive time Shankarlal Agrawal College had failed to submit the documents on time.Kane said the college had done this in the last exam too and he has called for the details to be put up before him.Asked why NU has been lenient and didn’t freeze its admissions, the VC doing so would have ultimately affected the students who don’t have any other option in their area.“I need to think of students’ interest first before taking any harsh decision against errant colleges. Previously, it was the college’s first mistake so the university gave them another chance to appoint officiating principal,” he said.The VC explained that the officiating principal is the signatory authority for the exam forms. The NU had been insisting that colleges submit names and signature of their officiating principal before August 31 in case the principal has retired.“In case no one qualifies to be the officiating principal, the college trust can designate their secretaries or president as the signatory authority. But, the advice too was neglected,” he said.Kane lamented that the university had to impose such hefty fines as the colleges and was aware that the amount would be recovered from students only. “Although we have clearly stated that the fine has to be paid from the college’s funds, we know they will eventually burden the students. It is a remote area and there’s not much we can do against the college,” he said.
