CCTV cameras adding to cops’ workload than easing it

Nagpur: Despite investing about Rs520 crore for installing CCTV cameras at different junctions to catch traffic offenders, it has failed to ease the workload of Nagpur traffic police. Reason — the high-tech facility fails to differentiate between red light violation detection (RVLD) and stop line violation besides failing to generate e-challans automatically. Currently, automatic number plate recognition (ANPR) is there, which can automatically read vehicle number plates jumping red light. In the present Request For Proposal (RFP) with the present agency, there is only two traffic violations included and other violations too can be included with new RFP, he said. But it is not functional.The sources also pointed out even the RLVD is not getting converted into e-challan.

Nagpur: Despite investing about Rs520 crore for installing CCTV cameras at different junctions to catch traffic offenders, it has failed to ease the workload of Nagpur traffic police. Reason — the high-tech facility fails to differentiate between red light violation detection (RVLD) and stop line violation besides failing to generate e-challans automatically. As a result, the traffic police have to spare at least 20 personnel at City Operation Centre situated at NMC’s new administrative building in Civil Lines, who have to monitor footage of 3,698 CCTVs cameras installed at 660 junctions and then generate e-challans.Now, the traffic police has approached the Nagpur Smart City project director to provide the technology to generate challans of violators automatically.In a letter, the traffic police headed by deputy commissioner of police Raj Tilak Roushan has raised the issue and pointed out the lacunae. Red light violation and stop line violation are different as per Motor Vehicles Act, whereas the current system considers both as the same, the letter stated.Sources from the city traffic police said in the recent past red light jumping cases on city roads have increased manifold. Currently, automatic number plate recognition (ANPR) is there, which can automatically read vehicle number plates jumping red light. But it is not functional.The sources also pointed out even the RLVD is not getting converted into e-challan. It has also urged the Smart City department to work upon to rectify the system on priority basis as it is leading to inaction on traffic rule violators and also government revenue loss. Sources said the reported violations are supposed to go to National Informatics Centre(NIC) in a standard format, which also not happening.The Nagpur city traffic police has also asked to add more capabilities to the system for more automatic violation including driving without helmet, triple seat, wrong side driving, stop line crossing, no number/fancy number plate among others.A senior official from Nagpur Smart and Sustainable City Development Corporation Limited said integration with NIC will resolve the complaints of traffic police. In the present Request For Proposal (RFP) with the present agency, there is only two traffic violations included and other violations too can be included with new RFP, he said.
