As per Appendix L those villages having population upto 5000 will be allowed residential development upto 750 m of Gaothan area and those above 5000 population will have development permission upto 1000 m from existing Gaothan. The shrinking revenue of NMRDA will definitely surge by this decision as nearly 650 villages around Nagpur will see a planned urban development.

Major respite as Gaothan conditions incorporated in UDCPR By Vikas Vaidya : This comes as a huge respite to developers and the prospective customers who will be ultimately benefitted by this decision The Urban Development Department of Maharashtra has given formal nod to incorporate the conditions of Appendix L of Development Control Rules (DCR) of Nagpur Metropolitan Regional Development Authority (NMRDA) into Unified Development Control and Promotion Regulations (UDCPR) published on December 2 2020. This comes as a huge respite to developers and the prospective customers who will be ultimately benefitted by this decision. The Hitavada had raised this issue through various reports. The then Commissioner of NMRDA Sheetal Ugale-Teli had taken up this issue with the department. She had gone to Mumbai and raised this demand to incorporate Appendix L with the State Government and personally pursued this matter. Later on the present Commissioner Dr Manojkumar Suryavanshi too followed it up. The NMRDA DCR published on Jan 5 2018 had specified under Appendix L about the development permission to be granted in village Gaothan areas coming outside the nine Urban Growth Sectors. As per Appendix L those villages having population upto 5000 will be allowed residential development upto 750 m of Gaothan area and those above 5000 population will have development permission upto 1000 m from existing Gaothan. Even NMRDA authorities were seeking clarifications from experts/officials of Mantralaya in this regard. The Town Planning department of NMRDA was in fix and hesitant to issue Part Plan (Bhaag Nakasha) a document which is for land use certificate from developing authority on which depends the market valuation (RR rates) of land and stamp duty to be paid to the Government. The UDCPR published on December 2 2020 did not specify about the development permission to be allowed in rural areas under NMRDA which are not included in nine Urban Growth Sectors. This led to massive residential activities shrinking only in 9 urban growth sectors (Prominently Shankarpur PanjriJamtha) where the price of land almost doubled in last 6 months and the ultimate sufferers were middle class customers. Now as Government has decided to incorporate Appendix L of 2018 into in UDCPR those areas coming out of Urban Growth Sectors but are actually in close proximity with Nagpur City will see a lot of planned residential development. The middle class prospective home buyers will have an oppurtunity to buy sanctioned property at a much affordable price. This will also reduce the demand in nine Urban Groth Sectors where the land rates are bound to witness a strong correction.The middle class which has a dream of owning a home duly sanctioned by NMRDA will be greatly benefitted by this decision. The shrinking revenue of NMRDA will definitely surge by this decision as nearly 650 villages around Nagpur will see a planned urban development.
