No need for TC to get admission in Std IX X Principal Correspondent : If a student after doing his or her education till Class IX or Class VIII in a school approaches other school for further education and if the student doesnt posses Transfer Certificate (TC) the school cannot refuse the ward the admission. This rule is applicable to aided schools and the decision is taken by Maharashtra Governments School Education and Sports Department. The Department came across several incidents where most students due to poor financial condition failed to pay the school fees. There are several other examples where parents found the fees unaffordable. In such conditions most parents decided to shift their wards to the schools which charge less fees. The schools charging less fees are mostly aided ones. These schools refuse admission to students if they dont show either TC or Leaving Certificate (LC). In several cases the previous school whose fees the parents fail to pay refuses to handover TC or LC to students. If they dont possess TC or LC the other school too dont consider their admission. Department thought that refusing admissions to students just because they dont have TC or LC is injustifiable. Department had also pondered over the issue of Right to Education Act (RTE). As per Section 14 (1) of RTE Act the proof of age is considered for the students admission to next class. Similarly the department thought of admitting student to next class on the basis of his or her age. Considering all the aspects finally the department has decided that students want to get admission in the schools owned by Government NMC Municipal Council and if they dont get then they have any alternative. Now Government has made it clear that be it any reason but no school should stop any student from taking admission if he or she doesnt have Transfer Certificate or Leaving Certificate. The department has further said that the students should be given provisional admission and then complete the later procedure. If he or she doesnt get Transfer or Leaving Certificate they should be given admission on the basis of their birth certificate. This will not deprive the students of the education. This will not make students becoming school-dropout. The school heads Headmaster should take all care of such students. The department has sent a warning signal by asking schools if they fail to give admission to students without Transfer or Leaving Certificate they would be held responsible for depriving students of taking education. The department further warned that the action would be taken against such schools.
