Further on Saturday though current restriction is lifted the capping of trading activity till 3 pm may prove to be a dampener. However Sunday would continue to be a total holiday for all non-essential category shops. Late on Monday evening Maharashtra Government finally bit the bullet and notified the new norms that would be applicable from Tuesday onwards. In Nagpur Municipal Commissioner Radhakrishnan B said that NMC would go along with State Government and trading activity would be permitted till 8 pm on the weekdays. The local notification from District Collector and Municipal Commissioner about district and civic areas may be issued formally on Tuesday. There was confusion initially whether markets can function till 8 pm on Tuesday or new rules would be applicable from Wednesday but NMC stepped-in to clear the air giving relief to harried traders. For areas where the COVID-19 cases are low and availability of oxygen beds is not an issue such areas are provided relaxation from current Level-3 restrictions wherein timing of shops were regulated till 4 pm. However categorisation of entire State in one single category even when majority of area has seen not many new COVID-19 cases traders were feeling uneasy as they were loosing out on business. Only the Pune Division Konkan and parts of Marathwada continue to remain in Level-3 category. Traders have been waiting since last two weeks but State Government took its own sweet time to deliberate and notify the new norms giving relaxation in working hours for trading activity. Already in Nagpur and entire Vidarbha Region COVID-19 curve has been flattening as cases declined sometimes it was zero after going through a tough second wave. Sometimes back Maharashtra Government had notified five levels and Vidarbha fell in Level 1 category as positivity rate is below 1 per cent and even oxygen beds availability was no longer a matter of concern. Meanwhile as per the new norms Gymnasiums Yoga centers saloons beauty parlours Spas time is also extended till 8 pm on weekdays and till 3 pm on Saturday. All these centers are asked to operate without air condition as a matter of precaution with all the COVID-19 protocols in place. Restaurants: For the restaurants however the restrictions continue to remains as it is that means they can operate till 4 pm only that too with 50 per cent occupancy. Parcels can be provided till 11 pm as per the current norms. People normally prefer to dine and restaurants see customers tricking in from 8 pm onwards. So the 4 pm norm is totally illogical feels the people in eatery business who are already staring at huge losses. For malls inside market complex and also stand alone multiplex cinema theaters dramas are also continue to remain in the restricted list as current condition is not conducive to allow them to operate. Since these places tend to witness large footfalls and allowing big gatherings in closed buildings is not conducive the authorities decided not to take risk and allow multiplex and malls to open. Similarly all religious places in State would remain closed till further notice as here too there is risk of infection spreading as people tend to gather in large numbers for prayers. Education: About schools and colleges the notification issued by Chief Secretary Sitaram Kunte noted that Department of Education would take the call on the matter. Currently in urban areas all the educational institutions are closed over fears of third wave and likely impact on children. The modified guidelines also imposed ban on political and social gatherings. There is strict no to election campaigning rallies protest marches in order to avoid crowding. With relaxation in timing the cap on attendance in Government and private offices is also lifted. However employers are asked to go for staggered working hours to avoid rush on roads at a time. All agricultural activity civil works industrial activity and transport of goods can remain functional with full capacity. Even citizens can visit public places gardens and playgrounds throughout the day.
