Agricultural department assistants oppose transfer to new departments

"Urgent completion of staffing pattern will clear the whole picture," Patil added.The organization is also planning to start an indefinite strike from July 10, if the demands are not fulfilled.

NAGPUR: Fear of losing out on periodic promotions forced assistants in the agriculture department staged a protest under the banner of Maharashtra Rajya Krushi Sahayak Sanghatana (MRKSS) in the city on Tuesday. Braving heavy downpour, over 100 agriculture assistants staged a dharna at the Samvidhan Chowk to protest their transfer to the newly formed soil and water conservation department (SWCD).According to a government resolution of May 31, nearly 9,967 agriculture assistants in the state are to be transferred to the SWCD. The protesters expressed their apprehension that once transferred to the new department, they would lose their seniority which in turn would affect their career prospects. As per the present service rules, agriculture assistants receive ad hoc promotion every 12 years, which results in increase in the pay and perks. The assistants now fear that their seniority in the present department would lapse once transferred to the SWCD. Their wait for promotions would prolong as the service period in the new department would be counted from the date of their transfer.Opposing the government move, MRKSS leaders stated that out of the 1,494 sanctioned posts, 375 are already vacant in the agriculture department in the district. "If the transfers are effected, workload in the department would increase," said Vijay Patre, executive committee member of the MRKSS, demanding assurance that regular promotions of the assistants would be protected."The MRKSS is demanding recreation of sanctioned staffing pattern which will provide the exact number of requirement of assistants and other posts in agriculture department. The last staffing pattern was done in 2009. There should be 100% recruitment for agriculture supervisors' post with promotion. Currently, 30% recruitments are done through exams," said president of the MRKSS, Sunil Budhe. He also warned of an intense agitation if these demands are not met.The organization also alleged that before taking such a decision, the government did not consult the union or agricultural department.Gajanan Patil, administration officer in the agricultural department, said, "Agriculture assistants are the backbone of our department and transfers at the beginning of monsoon will affect the functioning of the department as this is the busiest period of the year."
