Proposal for outsourcing work draws flak

Why outsource the work to 700 employees? I give the commissioner the right to fill the posts in the traditional manner till the government approves staffing pattern.

Some members repeatedly entered the well of the house.In the meantime, conservancy workers were agitating at the entrance of Nashik Municipal Corporation’s headquarters, Rajiv Gandhi Bhavan, opposing the move to outsource the work. The security staff had to close the gates to maintain order.Opposition leader Ajay Boraste said the Shiv Sena was against the move to outsource the conservancy work. “These workers later demand to be inducted into the NMC. We have the example of the security guards of education department, who had knocked the doors of the Supreme Court to be inducted that the apex court has granted. When there are 6,656 approved posts and urban development minister Ranjit Patil has assured of it, then why should we outsource the work?” he said.He added that the state government has given independent decision for Nagpur Municipal Corporation, whose establishment expenses are beyond the mandatory 35% limit. Similar decision should be made for Nashik.Corporator Gurmeet Bagga asked about the reasons for exceeding the administrative expenses beyond 35%. He added that there will not be much difference in expense incurred per conservancy worker on NMC roll and the outsourced staff.Corporator Hemlata Patil said that when the topic came up for discussion in the last general body meeting, all corporators had called for an adjournment and mayor Ranjana Bhansi had assured to hold a special general body meeting. It however returned to the table on Tuesday.“I appreciate the civic chief’s move to send around 250 employees from various departments back to their basic service in the sanitation department. But will they hold the broom again when they are used to offices?” said Patil.Corporator Khade said that nearly 300 workers should be shifted to their basic duty of sanitation from NMC headquarters and remaining from divisional offices.“We can have around 500 employees. Why outsource the work to 700 employees? In addition, civic chief has right to fill 859 vacant posts. He can also fill posts for six months without approval of standing committee till the staffing pattern is approved by the government,” he said.“We have been discussing this issue since 2.5 hours. I give the commissioner the right to fill the posts in the traditional manner till the government approves staffing pattern. The commissioner and officials should get it approved from the state government at the earliest,” the mayor said.The opposition members wanted to know what traditional manner meant and stormed into the well of the house shouting slogans. The mikes had to be disconnected to control the house.
