Naredco raises objection against unified development control rules

NASHIK: The Maharashtra government recently released a unified draft Development Control and Promotion Regulation in which Nashik has been excluded. National Real Estate Development Council said that Nashik will face many problems due to the exclusion.The gazette of draft unified DCPR was made on March 8. They alleged that Nagpur was treated as per D class municipal corporations in the DCPR.“Why the carpet area is different only for Nashik if it is a unified DCPR? In many places in DCPR it has been mentioned ‘except Nashik’. Till April 6, objections and suggestions have been invited.

National Real Estate Development Council said that Nashik will face many problems due to the exclusion.The gazette of draft unified DCPR was made on March 8. It was published online on March 15. In many places in DCPR it has been mentioned ‘except Nashik’. Till April 6, objections and suggestions have been invited. The members along with other realtors will raise their suggestions and objections and if these are not accepted, they will also knock the doors of the court.They objected to parking, floor space index and amenity space rules for Nashik. They alleged that Nagpur was treated as per D class municipal corporations in the DCPR.“Why the carpet area is different only for Nashik if it is a unified DCPR? Is Nashik not in the state? For gaothan areas, FSI is 2.5 in Nashik while for others it is FSI 3,” said a member of Naredco, Jayesh Thakkar.The members alleged that it was clear discrimination and that it was deliberately done with Nashik.Members of Naredco, Nashik said that the government had introduced a new term for parking - ECS (equivalent car space) according to which more space has to be left for cycle and two-wheeler parking in residential building.For instance, if the residential complex is on 150 sq m area then 18.75 sq m will have to be left for parking. If it is commercial complex then for 100 sq m, for instance, 112 sq mt parking space will have to be left.They said that the parking space was based on the carpet area earlier when two cars and two two-wheelers could be fitted in 40 sq mt space.“For Nagpur 10 percent amenity space has to be reserved for an area more than 10,000 sq mt while for Nashik it is 15 percent for more than 4,000 sq mt area,” said Vijay Sanap, national vice president of Association of Consulting Civil Engineers.Naredco members said that the major impact would be expensive homes for citizens, realtors will not be able to consume the potential which is already less than other cities, constructing commercial complexes will not be possible, growth of the city will be stunted and this policy is against the central government’s housing policy.NCP leader Chhagan Bhujbal has also raised objections and has written to chief minister Devendra Fadnavis about it.
