GREATER NOIDA: A state government committee has indicted the management of the Greater Noida school where a nursery student was allegedly raped by a swimming pool lifeguard last month for lack of safety measures. The five-member panel, formed by the district administration, has found various lacunae in the safety mechanism of the school, including lack of monitoring of CCTV footage from 168 cameras in the campus, employment of 19 employees on visitor cards, lack of proper I-cards, single health check-up of students in a year etc.The committee has also made a number of suggestions for strengthening the same, along with the need for the Central Board of Secondary Education (CBSE) to define the role of the district administration in such cases. With no well-defined role for the district magistrate in such cases till date, the latter can only recommend de-recognition of the school by the state government and the CBSE for lapses. The panel has also suggested that the school maintain transparency by uploading the names of members of Protection of Children from Sexual Offences (Pocso) committee and the school circulars to the parents on its website. The four departments — transport, fire, education and health — whose officials were a part of the committee have found various lacunae in the safety mechanism.Officials of the education department found that the footage from 168 CCTV cameras of the school was not being monitored on a regular basis.“Some identity cards of employees were improper and were such that anyone could put a photograph on the cards and use them. Further, many employees had been working on visitors’ cards,” district inspector of schools (DIOS) PK Upadhyay told TOI on Tuesday. The health department had found that while the CBSE guidelines require the schools to conduct health check-ups of the students at least twice a year, the school had not conducted any check-up of children since September 2017.Chief medical officer Anurag Bhargava confirmed that the school had also not maintained the register of the medicines properly with all the details, including expiry dates, batch number, etc.The transport department found that speed governors and back cameras were lacking in many of the school buses. “We had checked about 48 buses and other vehicles run by the school. The school had said that most of the buses were outsourced. We have issued a one-week notice to them to get the speed governors and other important equipment fixed in all of these buses,” said Prashant Tiwari, assistant RTO (enforcement).District magistrate BN Singh said, “I am yet to get the report.
