29 builders get notice on lift upkeep, 7 days to reply

“The responsibility of implementing the UP Apartment Act is with us. NOIDA: Taking cognisance of recurrent complaints from residents over faults in lifts and their lack of maintenance in highrise apartments by builders or their maintenance staff, Noida Authority on Tuesday issued guidelines (as per UP Apartment Act, 2010) on lift maintenance to be followed by builders and Apartment Owners Association (AOA) wherever applicable. “We have issued prescribed guidelines under UP Apartment Act, 2010, for lift maintenance to 29 builders in the first phase of the drive, whereby we have asked them to submit their report on lift AMCs with Noida Authority within seven working days,” Santosh Kumar, OSD, Noida Authority, told TOI.Of late, numerous cases of faulty lifts have been reported from Noida and neighbouring Ghaziabad. The Act provides for maintenance, repair or replacement of common areas and facilities, utilities, equipment and machinery (including lifts).Builders have seven days to submit their annual maintenance contracts (AMCs) on lift maintenance with the authority.In a first directive of this kind, Noida Authority has sent notices to 29 builders on Tuesda including Jaypee, Mahagun, Supertech, IITL Nimbus and others.Even as there’s no clarity on the implementation of the UP Lift Act (demanded since 2015 by local residents), the move comes following repeated complaints from residents for concrete action on lift maintenance. Hence, we issued the directive,” said Kumar, adding that in the absence of accountability, regulation or set guidelines related to lift maintenance, problems related to malfunctioning have been on the rise in multi-storey apartments across the city.The problem is further compounded with the absence of a lift Act, which has led developers to either install poor quality lifts without automatic rescue device (ARD), or providing emergency monitoring mechanisms.Noida authority has 105 designated builder projects, out of which 36 are under AOA.
