Ghaziabad: The Ghaziabad wing of All India Parents’ Association (AIPA) has issued an ultimatum of March 31 demanding that schools should comply with the Uttar Pradesh Fee Regulation Act (UPFRA), 2018. The association has threatened to organise a road show and an indefinite protest from April 1 outside the office of the district inspector of schools if schools are not made to follow the rules.“When the ordinance for fee regulation was introduced in 2018, the district administration had issued a notice to all schools stating that no fee should be increased, unless each school came out with a calculation and declaration of a fee structure. But all schools increased the fee. The act was created with a pro-parent spirit. But it has some application loopholes. The increasing demands of the schools are becoming a challenge for the parents and it must be dealt with,” said Shivani Jain, the president, AIPA.The district inspector of schools, Ghaziabad, Pankaj Pandey, told TOI: “We have a lot of information on how schools are charging fees and how many of them are flouting the rules. But five schools in Ghaziabad have challenged the act in the Allahabad high court and a hearing is pending. We can’t do anything unless a decision comes through. Ghaziabad has been one of the foremost UP districts to implement the UPFRA with all seriousness. Our sympathies are with the parents and we will take action according to the law. We, however, do not encourage road shows and demonstrations.”Meanwhile, the All Noida School Parents Association (ANSPA) declared on Friday that parents are free to buy books from shops outside schools and the institutions should not ask them to buy books from particular shops. The association claimed that while last year, CBSE had allowed prescribed NCERT books, most institutions continue to manufacture and market their own branded books and make it mandatory for students. The ANSPA members claimed that even books as per syllabus of specific school is available outside of school bookshops and parents should be allowed flexibility. With the academic session having drawn to a school, most schools have started distributing booklists for the next class along with report cards. The new academic session for all schools will start in the first week of April.
