15th finance panel team to visit state

PATNA: A team of 15th Finance Commission will visit the state on July 10. In 2017, the state government had to spend Rs5,000 crore on flood relief and rehabilitation. So, this amount needs to be increased as Bihar suffers from floods and drought every year. The state government will also discuss with the visiting team various schemes under the agricultural road map and seven resolutions of CM Nitish Kumar,” Modi added.During this three-day visit, the commission members will have meetings with the state ministers, political parties, panchayati raj organizations, urban local bodies and representatives of industry and trade. Earlier, the practice was to use 1971 census data for the distribution of resources, he said.

PATNA: A team of 15th Finance Commission will visit the state on July 10. Deputy chief minister Sushil Kumar Modi on Wednesday chaired a meeting of administrative officials regarding presentations to be made before the commission members and and also submit a memorandum to the team during its three-day tour.The deputy CM welcomed the Centre’s decision for devolution of funds to the states on the basis of Census 2011 as it would benefit Bihar. Earlier, the practice was to use 1971 census data for the distribution of resources, he said. However, Modi said the state government would request the Centre to allocate funds on the pattern of 11th Finance Commission recommendations.“Under the 11th Finance Commission recommendations, Bihar used to get allocated around 12.589% of funds, which were reduced to 9.6% by the 14th Finance Commission,” he said.“The 14th Finance Commission had recommended for allocation of Rs2591 crore only to Bihar for disaster management, which was less than other states like Maharashtra (Rs8195 crore) and Rajasthan (Rs6094 crore).
