PMCrsquos fresh bid to curb stray dog menace

PATNA: The Patna Municipal Corporation (PMC) has initiated fresh bidding process to rope in a private firm or an NGO for catching stray dogs, conducting birth control and anti-rabies vaccination programmes.Though several attempts in this regard have failed so far, senior PMC officials claimed this work has been taken up on priority basis this time. “The bidding process for catching the stray dogs and their vaccination is targeted to be completed by the end of this month. Besides, an animal birth control centre is also targeted to be ready in three months,” deputy municipal commissioner Vishal Anand told TOI.Records from Bihar State Health Society state that total 3,94,371 cases of dog bites had been registered across the state in 2017. Similarly, 2,52,156 cases of dog bites have been registered since January this year.Surprisingly, the PMC has no data of the number of stray dogs in the city. “No survey has been done by the PMC in this regard,” said a former civic body staff.Residents also complain that despite the growing incidents of dog bites and rabies in the city, the PMC has yet not taken any concrete step in this regard. “I am always scared of stray dogs while returning home from tuition classes in the evening,” said Shalu Sinha of Anisabad.Even bikers meet with accidents due to stray dogs on the streets. “The worst is that none of these dogs are vaccinated,” said Aftab Hasan, a retired government employee of Raja Bazar area.PMC had also planned an animal birth control centre in the city at the cost of Rs3.38 crore on the lines of Jaipur and Dehradun more than two years ago. Around 6,000 square feet of land was allotted by the PMC near Beur for this purpose and construction work had to be done by the District Urban Development Authority (DUDA) of Patna. But it has not taken shape yet. “We have provided land for this facility at Gardanibagh and the development works will start soon,” Vishal said.
