Bihar Election 2020: From nomination to counting

The dates for the assembly elections in Bihar have been announced. Chief Election Commissioner Sunil Arora told in a press conference held in Delhi that elections for the 243 assembly seats of Bihar will be held in three phases on October 28, November 3 and November 7.

The counting of the three phases will take place on the same day on November 10. He said that voters living in quarantine due to Corona infection can either vote through postal ballot or they will vote under the supervision of health officials in their polling stations in the last one hour of voting. 

Notification for the first phase of voting will be issued on October 1, the last date for filing nominations will be October 8, while their investigation will be on October 9. Candidates will be able to withdraw their names by October 12 and voting will be held on October 28.

 The second phase will be notified on 9 October while the last date for filing nominations will be 16 October. Nomination Nomination papers will be examined on October 17, the last date for withdrawal of names will be October 19 and votes will be cast on November 3. 

Notification for the third phase election will be issued on 13 October. Nomination papers can be filed by October 20 and the nomination papers will be examined on October 21. Candidates will be able to withdraw their names by 23 October and votes will be cast on 7 November. 

Arora informed that in the first phase elections will be held on 71 assembly seats spread over 16 districts, for which 31 thousand polling stations have been set up. In the second phase, polling will be held in 94 seats in 17 districts for which 42 thousand polling stations have been set up. In the third phase, votes will be cast for 78 assembly seats in 15 districts for which 33 thousand 800 polling stations have been set up. Arora said that the term of the Bihar Legislative Assembly expires on October 29. On September 14 and 15, the Election Commission team had made a detailed assessment of the state of the elections and based on this, an outline of the election has been prepared. He said that in view of special circumstances, this time elections are being conducted in only three phases and more than one lakh polling stations will be made for this. In a polling station only up to one thousand voters would be able to vote before this number was up to 1500. He said that this time at the time of voting An hour`s increase has been made and polling will start at seven in the morning till six in the evening. Earlier this time was from seven in the morning to five in the evening. He said that special arrangements have been made for the seven crore 20 lakh voters of the state in view of the corona epidemic this time. Seven lakh sanitizers, six lakh PE kits, 23 lakh pairs of gloves and 46 lakh masks have been arranged for the election. Every voter who votes will be given a glove. 

Providing convenience to the candidates, an arrangement has been made to make online nomination along with offline. Candidates can also deposit their bail amount online. In the wake of the Corona epidemic, only two people can go with this candidate. Candidates will not be allowed to carry more than two vehicles while going to enroll. At the time of house-to-house campaign, not more than five people will be allowed to gather. He said that due to Corona epidemic `new normal` Under the circumstances, this is the largest election in the world, for which special arrangements have been made keeping in mind every aspect. In view of Corona, elections in 7 countries have been postponed so far. All the protocols of the Union Ministry of Health and Family Welfare and the Ministry of Home Affairs will be fully followed during the election process. A special watch will be kept on people who misuse social media and strict action has been made against them.
