Advisory committees to review land grab cases

Governor Kiran Bedi directed that any related complaints received by the police should be referred to the specially constituted advisory committees in the Collectorate. Calling for a review of all pending land grab cases to ensure fair play, Lt. The registration authorities must seek the advice of the Revenue Department committees in case of complaints, to avoid parallel registration and consequential litigation. A help desk at Police Headquarters will operate to receive complaints from French nationals and forward for on land disputes and to them to the advisory committees for fair hearing of all parties concerned. In cases of possession disputes, the Sub-Divisional Magistrate enjoys the power of attachment under section 145 of CrPC.

According to the Raj Nivas press release, a reading of existing notifications and orders on the subject revealed the limited role of the police in land disputes as they are primarily resolved by the Revenue Department or Judiciary. So, it was decided that the police need not get involved in civil matters, except in instances of a breach of peace. It was resolved in a meeting at the Raj Nivas that against the backdrop of recurring complaints these committees, after detailed enquiry, must render their advice/decisions to the petitioners within six weeks with a copy being sent to the Deputy Collector and Collector as well as to the Revenue and Law Secretaries. The Secrataries will hold periodic review meetings and intervene wherever required. The registration authorities must seek the advice of the Revenue Department committees in case of complaints, to avoid parallel registration and consequential litigation.
