Smart cards for exservicemen to avail health benefits

PUNE: Armed forces veterans will not have to carry their medical reports on their next visit to ex-servicemen contributory health scheme (ECHS) polyclinics.The ex-servicemen department of the ministry of defence (MoD) has started issuing smart cards to the veterans, containing their medical history, medicines prescribed and other details for a quick reference.At least 15,000 veterans and their family members in the city have so far received the smart cards, which will serve as a one-point access to avail ECHS benefits. “The new card is equipped with numerous safety measures, which will prevent its misuse,” a senior army officer associated with the project said.The ECHS headquarters had earlier decided to phase out previous cards by the end of September, but later extended their deadline till December 31.The new cards are dual interface (contact and contactless) with fingerprint biometrics authentication through Aadhaar based system. “The smart cards will enforce authorize usage as per laid down polices of the ECHS scheme to check misuse,” the officer said.“In the new system, kiosks are being deployed at ECHS polyclinics which offer biometric/Aadhaar/ mobile based authentication of beneficiaries, selection of option for desired services through touch screen, printing of medical slip / authentication slip and helps in queue management,” sources from the armed forces said.A section of the veterans is of the view that the government should not change these cards frequently as it becomes difficult for several veterans, particularly those residing in the rural areas to submit mandatory documents in time.The ECHS smart card project was approved on July 17, 2017, by then defence minister Arun Jaitely, following which the contract for making the cards was awarded to a private firm.
