New panel to curtail tobacco lobby clout

Consumption of smokeless tobacco is very high in Jharkhand with 35.4% adults out of 38.9% consuming different forms of tobacco orally. It has been seen that tobacco product manufacturers try to intervene directly and indirectly in government policy in their own interests. "Global Adult Tobacco Survey Report 2017 (GATS 2), which was released early this year, states that Jharkhand has recorded a slide in tobacco consumption from 50.1% to 38.9% in two years since 2015. It, however, adds that the number of tobacco smokers have increased by 1.5% in the state. "He added, "The other states that have such regulations are Tamil Nadu, Bihar, Punjab, Mizoram, Himachal Pradesh, Maharashtra and Jammu & Kashmir.

RANCHI: The state has set up an empowered committee that will act as one-point contact for tobacco product manufacturers in relation to grievances and suggestions on tobacco control measures.A notification issued by the health, medical education and family welfare department on Wednesday said the committee will have eight members and will be headed by the health secretary.Nidhi Khare, principal secretary (health, medical education and family welfare) said, "Tobacco products are health hazards and it is necessary to regulate its sale and consumption. It has been seen that tobacco product manufacturers try to intervene directly and indirectly in government policy in their own interests."Khare said besides preventing such interventions, the committee will also play a role in curbing surrogate campaigning of tobacco products in the state and will work towards regulating tobacco sale and consumption in a phased manner.The committee will include as members joint secretary-level officers from home, commercial taxes, industries, law and public relations departments. The mission director of National Health Mission, an IG-level IPS officer and a state nodal officer and advisor to the state tobacco control department will also be there in the committee.Dipak Mishra of Socio Economic and Educational Development Society (SEEDS) said, "Tobacco manufacturers, for the sake of their business interests, promoted a recent agitation of retail tobacco sellers in Ranchi against the Ranchi Municipal Corporation's (RMC) rule of mandatory separate registrations for selling tobacco products."He added, "The other states that have such regulations are Tamil Nadu, Bihar, Punjab, Mizoram, Himachal Pradesh, Maharashtra and Jammu & Kashmir."Global Adult Tobacco Survey Report 2017 (GATS 2), which was released early this year, states that Jharkhand has recorded a slide in tobacco consumption from 50.1% to 38.9% in two years since 2015.
