Jharkhand CM seeks detailed reports of rape cases from SPs in a week

State police data state that in 2017, a total of 1338 cases of rape were reported in Jharkhand. CM snubbed the district authorities directing them to sort out the case at the earliest. Law mandates that such cases have to be dealt on priority basis and investigations have to be done within two months followed by chargesheet. RANCHI: Irked over the shoddy investigation into the rape of a 16-year-old girl in Giridih district in May this year, Jharkhand chief minister Raghubar Das on Tuesday directed home secretary SKG Rahate to issue directives to SPs of all the 24 districts to furnish detailed status reports of all such cases within a week.Das also asked the home secretary to ensure that all SPs comply without fail and he will review them threadbare with state police brass post November 15 in Ranchi.At a time when 'beti-bachchao, beti-padhao' slogan is aggressively being promoted by BJP-led governments, Das was visibly upset when Dasrath Mandal, a relative of a minor girl, pleaded before him during his monthly Seedhi-Baat programme at Suchana Bhavan on Tuesday that despite registration of a named FIR (case no 132/18) on May 17 against one Shankar Mandal at Jamua police station in Giridih, there has been no arrest. Proper compensation has also not been given either to the victim.Giridih SP, Surendra Kumar Jha tried to justify that they had conducted several raids to nab the accused but to no avail and are actively working on the case. He said that process for compensation has been initiated already.“On October 1, we approached court for issuance of an arrest warrant but learnt that he (Shankar Mandal) had secured an order from court before hand in anticipation of no coercive action,” said Jha, who was connected via video conference.When CM’s secretary Sunil Barnwal asked him whether they had filed the chargesheet after completing the investigation, SP Jha was caught on wrong foot.“The court may have said no arrest, but did it stop you from doing investigation? Law mandates that such cases have to be dealt on priority basis and investigations have to be done within two months followed by chargesheet. What is this?,” CM thundered.“Shameful! On one hand we are publicising beti-bachchao, beti-padhao and such attitudes put government in bad light,” Das lamented, turning towards the home secretary to issue directives to all SPs for submitting detailed status report of rape cases across the state.“I will review those after November 15,” Das told Rahte, and then ordering all SPs, tuned through video conferencing in today’s programme, to comply.Notably, according to the Criminal Law (Amendment) Bill 2018 passed by Lok Sabha in July this year provides time-bound investigation in cases of rape of girl child and investigation must be completed within two months. It also provides of heightened penalties and speedy trials.Rape statistics of last two years in Jharkhand suggests it is on higher side though the figures of conviction wasn’t available readily. In contrast to this, till September this year, 1113 rape cases have already been reported.Another case that exposed chinks in schemes related to girl child cropped up from Palamu district when Niranjan Kumar rued how despite applying for Mukhyamantri Lakshmi Ladli Yojana for her four-year-old daughter Sanjana in 2013, he is still devoid of any benefits.It came to the light that the application couldn’t be approved for all these years due to bureaucratic delays and administrative faults. CM snubbed the district authorities directing them to sort out the case at the earliest.
