‘Seek permission for using choppers three days in advance’

Ranchi: Chief electoral officer of the state L Khiangte and his deputies met with representatives of various political parties on Monday and shared in detail the provisions of model code of conduct (MCC), including the rules revised by the Election Commission The candidates have been directed to file nomination along with the amended Form 26, which was notified by the ministry of law and justice on February 26, 2019. The EC has also regulated use of loudspeakers during the campaign and the CEO informed that use of loudspeakers in silence zones and beyond 10pm or before 6am would be considered violation of MCC.Additional CEO Manish Ranjan asked political parties to not use non-biodegradable plastic material in campaigning. “Ministry of environment, forest and climate change has restricted the use of polluting material during campaign,” he said.Instructions were also given for printing the name and contact number of publishers and printers in all campaign material. The commission also requested political parties to use C-Vigil app to report all instances of violation of the MCC. “ It is our duty to send flying squad to the place from where code violation is reported and resolve the issue within 100 minutes of the complaint being filed,” Khiangte said.The commission has directed the returning officers to receive nomination papers on all working days between 11am and 3pm once the nomination process starts. The CEO, however, clarified that on public holidays nomination papers will not be accepted even if that is the last day for filing of nomination.
