Jharkhand's disaster body cries for attention

According to the Disaster Management Act there should be functional office of the national disaster management authority in states. RANCHI: The state disaster management authority (SDMA) is struggling to stay relevant due to a lack of infrastructure and adequate manpower. "The district disaster management officers (DDMO) have not been paid salary for the past six to seven months. I have written to the home department several times on the issue but no step has been taken," he said.The district disaster management authority is headed by the deputy commissioners and are responsible for carrying out relief works in the district. The DDMOs have been appointed in Ranchi, Jamshedpur, Dhanbad, Bokaro, Deoghar, Lohardaga, Palamu, Hazaribagh, Sahebganj, West Singhbhum and Dumka districts.

The existing personnel, those who are on contract, are staring at an uncertain future as the state government has neither extended their service nor paid them salaries for the past several months.Sources said that many officials of the SDMA are considering alternative employment option.The SDMA was formed to provide relief to people affected by calamities. According to the Disaster Management Act there should be functional office of the national disaster management authority in states. However the office of the SDMA in Ranchi is not operation now after the state coordinator, Sanjay Srivastava, has stopped attending office for the past two months.Srivastava claimed that the work of the SDMA was being impeded by the current approach of the government."The district disaster management officers (DDMO) have not been paid salary for the past six to seven months. I have written to the home department several times on the issue but no step has been taken," he said.The district disaster management authority is headed by the deputy commissioners and are responsible for carrying out relief works in the district. The DDMOs have been appointed in Ranchi, Jamshedpur, Dhanbad, Bokaro, Deoghar, Lohardaga, Palamu, Hazaribagh, Sahebganj, West Singhbhum and Dumka districts."In the district we don't have any place to keep equipment sent by the NDMA . The emergency operation centre is being used for other purpose. We face staff shortage at the local level. We are told to rush to spots in case of emergency but are not provided vehicles," said East Singhbhum DDMO, Pankaj Kumar.The DDMO of Chaibasa has already left when his service was not extended.Bhagwan Das, special secretary (home), said the matter is under consideration and a decision on extension of services will be taken soon.
