Upset, Congress MLA walks out of House

SHIMLA: Unlike other days of the monsoon session, when Congress legislators have walked out of the House every day, it was a lone party MLA who staged a walkout on the concluding day of the assembly. He said that on the issue even he had met Speaker in his chamber even then issues were not taken up. Kinnaur MLA Jagat Singh Negi alleged that speaker Dr Rajiv Bindal did not give the opposition enough opportunity to take up their issues.When Negi, a former deputy speaker, stood up to raise the matter in the House, he had the support of Congress MLAs. He said that bigger issues of public importance in which state government could be cornered were not listed. He said that during the weeklong session, burning issues of tribal areas raised by him were not listed.

Kinnaur MLA Jagat Singh Negi alleged that speaker Dr Rajiv Bindal did not give the opposition enough opportunity to take up their issues.When Negi, a former deputy speaker, stood up to raise the matter in the House, he had the support of Congress MLAs. But when he decided to walkout, others preferred to stay back.Bindal said that all the members from ruling and opposition were given a fair chance and equal opportunity to raise their issues. During question hour, at least 40 minutes were given to three deferred questions and all were raised by the opposition legislators, he said.The speaker said that this year, the House had allowed debate five times under Rule 61, while no debate was held under this rule between 2014 and 2017. He said that in 2013 debate was held under this rule on two occasions. He said this time maximum permissions, in last six year, were given to hold discussion under rule 62, 63 and 101.But Negi was not convinced with the reply and he walked out of House in protest.While interacting with media persons outside the assembly after the walkout, Negi said questions were not listed according to priority of their submission by members. He said that bigger issues of public importance in which state government could be cornered were not listed. He said that not even a single starred question of his was listed. He said that during the weeklong session, burning issues of tribal areas raised by him were not listed. He said that on the issue even he had met Speaker in his chamber even then issues were not taken up.
