DHARAMSHALA: Political tussle between the incumbent BJP and the opposition Congress has the largest cooperative bank working without a head for nine months now. Since BJP came to power, the Kangra Central Cooperative Bank (KCC) has been awaiting appointment of a chairman as the it has removed Jagdish Sapehia, a Congress leader, from the post. The government has taken action pointing at the massive NPAs (non performing assets) of the bank.KCC came to existence during 1920s and at present there were around 200 branches of the bank in different parts of the state. The body of board of directors for the bank was also dissolved and managing director was transferred. Following this Sapehia had moved to the court alleging irregularities in the process of his removal.“BJP government has failed to appoint any permanent managing director. It is hampering the routine work of one of the largest cooperative bank in state. My term had to end in September and therefore I moved to the court as government had no valid ground to dissolve the body,” claimed Sapehia.Former director Keshav Korla, who too had raised the issue of NPA, said that there was no permanent managing director of the bank and the additional charge was given to the other officers at the district headquarters.“There is no permanent authority at present so no action was being taken on our complaints of loan and NPA issue which emerged during Congress rule in the state,” he said. When the issue was raised before chief minister Jai Ram Thakur during his last visit to here a few days back, he had said that the process was on and soon everything would be fixed in the bank.Sources claimed that infighting had also begun among BJP leaders to gain control of the bank. In last few days, the charge of the bank has moved from the deputy commissioner (DC) to additional DC to municipal commissioner and back to additional DC.
